Windows server 2008 r2 edit hosts

I am trying to edit hosts files on some servers and getting an access denied. I am logging in with the local administrator account and running notepad as an administrator but it will not allow me to save the updated hosts file in the etc folder.

When I attempt to save the changes I keep getting the msg "you do not have the permission to save to this location I attempted the same process after making the local Administrators group and my own user account owner of the folder and setting Full Control, both changes yielded the same results.

What am I doing wrong here?
